Brian C. Lane f5868e992c tests: Skip a known bad test 
osbuild-composer v124 has a bug (see
https://github.com/osbuild/images/pull/1034) that causes the
TestStartOSTreeParentNoURL to fail.

Skip it until it has been fixed.
