f5868e992c tests: Skip a known bad test 
osbuild-composer v124 has a bug (see
https://github.com/osbuild/images/pull/1034) that causes the
TestStartOSTreeParentNoURL to fail.

Skip it until it has been fixed.

676b933470 tests: Add tmt tests based on RHEL tests 
Also turn on building of weldr-client-tests, it is needed by the tmt tests.
