+Problem:    On MS-Windows when 'encoding' is a double-byte encoding a file
+	    name longer than MAX_PATH bytes but shorter than that in
+	    characters causes problems.
+Solution:   Fail on file names longer than MAX_PATH bytes. (Ken Takata)
