Subject: [PATCH] Correct license from GPLv2+ to LGPL-2.1-or-later (SPDX
 format)

The existing license was incorrectly declaring the project as
being GPLv2+, when the code is clearly LGPL licensed. Upon
correcting the license, we use the SPDX terminology.
