f200839056 Bump to git's version, based on meson

1e76f70f4c Update to version 1.16.3 
That should address https://bugzilla.redhat.com/show_bug.cgi?id=1659055,
as, on this version, BPF files are not marked as executable anymore,
with would cause an issue with Fedora RPM, as pointed at:
	https://bugzilla.redhat.com/show_bug.cgi?id=1659047

With this, we should be able to build with BPF on all supported
archs.

d81c4aa9ea Update do version 1.4.0 and pack libdvbv5 devel manpages 
Now, libdvbv5 has some doxygen-generated manpages. Add them
at the libdvbv5-devel package.
