Record rhel-9.0.0 development as merged into rhel-9-main

This merge adds the (already present) changes from rhel-9.0.0 into
rhel-9-main, purely from a Git history perspective (no actual code
changes).

This will allow us to merge rhel-9-main into rhel-9.0.0, to propagate
the sources there, and to document that this is the source code we use
to build the non-PQC version of the RPMs.
