Bug 1790116 - mozbuild changes for RNP v0.16.2. r=kaie
hash_sha1cd.cpp moved up to its parent directory.
ENABLE_IDEA needs to be set to keep support enabled.

Update rnp_symbols.py to not include deprecated functions.
