c931949d5a tcpdump: simplify sysusers.d configuration fragment 
This simplifies the sysusers.d configuration fragment in two
directions:
 * a single `u` entry is enough to create both the user and the
   group, with the same static UID and GID
 * the 'nologin' shell is already the default one, the field can
   be omitted
