Subject: [PATCH] ci: replace LGTM with CodeQL
As LGTM is going to be shut down by EOY, let's use CodeQL instead.
This is loosely based on upstream's CodeQL configs with some minor
tweaks to avoid backporting tons of unrelated commits.
