Require grubby, Fedora installs require grubby,

- kernel-install took over from new-kernel-pkg
- without the Requires we are unable to compose Fedora
- everyone else says that since kernel-install took over
- it is responsible for ensuring that grubby is in place
- this is really what we want for Fedora
