Move org.gnome.Sysprof3.Profiler.xml to sysprof-capture-devel

mutter looks at sysprof-capture-4.pc and constructs a path to
org.gnome.Sysprof3.Profiler.xml based on that. This commit moves the
dbus interface description file to sysprof-capture-devel to fix mutter
build.
