afe76608e0 Fixed tier0 test build process to work with 2.1.1: 
- autogen must be used to generate configure script
- get_module and get_device need so be specified as targets

1d651cd284 Adding in standard tier0 tests folder: 
- The tier0 functional test where failing to kick off. Adding in
  tests folder with ansible test.
