Ondřej Lysoněk 7e1b75510b Drop an unnecessary migration scriptlet 
The scriptlet was added in Fedora 28 to help with migration from
espeak to espeak-ng. Fedora only supports system upgrades skipping one
Fedora release, so we can drop the scriptlet now.
