Update gating config for rhel 10

Browse Source 
Replace baseos-ci.brew-build.tier1-gating.functional test with
baseos-ci.brew-build.tier1-tmt-*.functional. The former was based on
beaker+TCMS which is legacy at this point, while the latter is
based on testing farm.
