Tool for checking common errors in RPM packages

Todd Zullinger cba2f8a237 convert license to SPDX and correct to GPL-2.0-or-later ... It's not clear to me if or when the license changed from GPL-2.0-only to GPL-2.0-or-later. It may have been more of a clarification than a change upstream.
