Rebase to Python 3.12.12
Updated python3.12 from version 3.12.11 to 3.12.12. Removed two patches
(Intel CET and CVE-2025-8194) that have been applied upstream. Updated
bundled setuptools from version 67.6.1 to 79.0.1 with corresponding
dependency updates.
Following the rebase in Fedora: 9dc158f0bf
