Charalampos Stratakis 781eb41a35 Security fix for CVE-2025-24898 in the bundled openssl crate 
Unpack the bundled crates before %cargo_prep to patch openssl

Use %build_rustflags during build to properly generate debuginfo

Install buildtime deps in the CI and fix gating plan as having
the explicit "patch" caused problems

Resolves: RHEL-77735
