Rebase to upstream version 0.7.4

Rebase to upstream version 0.7.4
Convert to pyproject-based build using pyproject.toml
Remove python3-six dependency (no longer needed)
Remove distutils patch (no longer needed with pyproject build)
Resolves: RHEL-114904
