Provide python3dist(jsonschema[format]) again

This metapackage is needed by python3-bravado-core and was removed
because of unsatisfied dependencies (jsonpointer > 1.13, strict-rfc3339)
which meanwhile are fulfilled in F33+.

Resolves: #1878976
