Avoid perl(Pg) dependency, clean up specfile, add fmf version

Some perl scripts in datadir packaged into RHEL weren't actually
runnable due to the lack of the perl(Pg) package. I put them
behind an if statement for Fedora based on the commit
from yselkowi@redhat.com in rawhide.
The specfile had a mixed use of tabs and spaces and the description for
postgis-upgrade was too long.
tmt tests weren't runnable locally, so I added the .fmf/version file.
