PostgreSQL ODBC driver

Michal Schorm 711cd7f7e3 Remove the file acinclude.m4 ... The file is not applied anymore since 100981b87a (dated 12/2013) It just has been overlooked, that this file should be removed as well, when all it's usage has been removed from the SPECfile. Since quite lot of time has passed since the comment: " The acinclude.m4 does not seem to be needed anymore. I actually don't know why it was originally added (very long time ago) but now even 'autoreconf' works fine — so lets see what will happen.
