Workaround for failing rootless tests bz1740664

Systemd bug 1740664 causes /dev/net/tun to be mode 600,
causing slirp4netns to fail on rootless podman.
Suggested workaround is to 'modprobe tun'. Let's
give that a try in the interests of making the
gating tests pass.
