Update to 1.24

- New upstream release 1.24
  - Implement $JSON::Syck::MaxDepth
  - Prevent failure when the same object is seen twice during Dump
  - Prevent YAML from being influnced by the previous change
  - MinGW64 compatibility (CPAN RT#78363)
