Update to 20231003.0 (rhbz#2241845)

- New upstream release 20231003.0
  - On Windows, avoid hang under IPCRUNDEBUG (GH#157)
  - Refresh "cpanfile" from Makefile.PL, to allow use on Windows
  - Normalize shebangs to /usr/bin/perl (GH#163)
  - Fix or skip all tests recently seen to fail on Windows
  - Include t/result.t in releases
  - Make full_result() and result() Windows behavior match non-Windows (GH#168)
