Update to 1.59

- New upstream release 1.59
  - If SSLv2 is not supported by Net::SSLeay set SSL_ERROR with useful message
    when attempting to use it
  - Modify constant declarations so that 5.6.1 should work again
- Drop %defattr, redundant since rpm 4.4
