Paul Howarth a5733ff942 Update to 2.07 
- New upstream release 2.07
  - SvUPGRADE was changed to a statement
- This release by DPARIS -> update source URL
- Changes file dropped upstream
- Drop %defattr, redundant since rpm 4.4
- Make %files list more explicit
- Don't need to remove empty directories from the buildroot
- Use DESTDIR rather than PERL_INSTALL_ROOT
- Don't use macros for commands
