CPAN::Meta::YAML ≥ 0.008 and JSON::PP ≥ 2.27200 are default
Parse::CPAN::Meta back-ends declared also there. So removing them
here. Otherwise they would have to be run-required too or classified as
test-dependencies which they weren't.
