Kalev Lember e889690138 Don't install the udev rules 
The udev rules for changing device ownership are unneeded as
/usr/sbin/pcscd isn't currently getting installed sgid pcscd and the
pcscd group doesn't exist.

Fixes udev warnings:
udevd[481]: specified group 'pcscd' unknown
