Rebased papi to version 7.2.0 following the pattern from Fedora rawhide.
Removed two upstreamed patches (papi-python3.patch and papi-libsde.patch),
renumbered papi-nostatic.patch, and added three new patches
(papi-avail-path-fix.patch, papi-revert-event-depr.patch, and
papi-revert-arm-test.patch). All patches applied successfully.
