Drop EL9-unavailable BuildRequires (qemu-system-i386, gitlint)

Browse Source 
- RHEL/EL9 has no /usr/bin/qemu-system-i386 (no i386 system emulator);
  qemu-kvm provides the x86_64 emulator os-autoinst uses. Matches the
  old 4.6 packaging.
- gitlint is not packaged for EL9 (only the git-commit lint author test
  needs it).
