Open Message Passing Interface

- Move the module file from %{_datadir}/Modules/modulefiles/%{namearch} to
%{_sysconfdir}/modulefiles/%{namearch} where it belongs.
- Have the -devel subpackage own the man1 and man7 directories for
completeness.
- Add a blank line before the clean section.
- Remove --enable-mpirun-prefix-by-default from configure.
