Waive annocheck: --skip-fortify and --skip-lto

Resolves: RHEL-33513
--skip-fortify is waived,
  as it doesn't work well with files mixed with fortran.
--skip-lto as comment in specfile says:
  "openblas fails to build with LTO due to undefined symbols."
