gating: fetch bats from source 
The tests subpackage no longer dpeends on bats rpm.

d9dabc69eb add gating tests 
That is:
 . a -tests subpackage containing the 'test' subdirectory
 . a gating.yaml file of the proper form
 . a tests subdirectory containing the proper incantations
