Remove dependency on pandoc
...
RHEL 9 does not include pandoc, which pmdk uses to generate man pages.
I've added the makedocs.sh shell script which can be run on a system
that does support pandoc, and will generate a documentation tarball.
The spec file then untars that file into the buildroot.
