6ea94b72ac Enable bootstrap 
Add a bootstrap conditional to avoid circular nfs-utils -> fedfs-utils
-> nfs-utils dependencies when bootstrapping. This makes it possible to
rebuild nfs-utils for the libtirpc soname bump.

9a0a070818 Drop old %triggerin scripts to unbreak the build 
Rebuilding nfs-utils led to rpmbuild erroring out with:

error: line 262: Trigger fired by the same package is already defined in spec file: %triggerin -- nfs-utils < 1:1.3.1-4.0

To fix the build, this commit drops the old %triggerin scripts that
rpmbuild doesn't like. We are already at F24; the scripts were there to
support upgrades from nfs-utils 1.3.0 that was in F20 and upgrades from
F20 were only supported up to F22 on the distro level.

fbbeaa4c46 Clean up the changelog 
The spec file for nfs-utils-1.3.0-2.1.fc20 (nfs-utils.spec)
has a bunch of bad date entries in %changelog which cause
warnings when running rpmbuild.

8a88dcd324 Clean up lockd configuration 
Configuring lockd to listen on a particular set of ports has always been
an iffy proposition. We've tried for years to set it up so that you can
configure it via /etc/sysconfig/nfs, but there are some cases where it
may not get configured properly.

If lockd is started via an nfs mount prior to starting the
nfs-lock.service then it'll end up listening on a random, ephemeral port
instead of the one configured.

Instead of trying to do this, let's formally deprecate the LOCKD_TCPPORT
and LOCKD_UDPPORT parameters in /etc/sysconfig/nfs. The version of it
doesn't even have commented out versions of them anyway. Replace them
with a note that tells admins that they should set up static ports in
/etc/modprobe.d/lockd.conf.

Add an /etc/modprobe.d/lockd.conf with a commented out options directive
to make it easy for them to do so.
