Subject: [PATCH 114/217] util: Implement common bind/unbind helpers

Refactor ndctl_{bind,unbind}() into util_{bind,unbind}() for libcxl to

reuse.

daxctl can not join the party for now as it needs to play games with

||

'new_id'.
