Miroslav Lichvar b455c5903c remove execute permissions from ANNOUNCE file (RHEL-101067) 
The execute bits were added by the iconv utility, which was used to
convert the file from ISO-8859-1 to UTF-8. However, that file is in
ASCII since ncurses-5.8, so the conversion is no longer needed and can
be removed.

Resolves: RHEL-101067
