- Added default configuration /etc/mkshrc & /etc/skel/.mkshrc as default

skel (like at bash; thanks to Michal Hlavinka)
- Corrected the license tag (thanks to Michal Hlavinka)
- Removed the arc4random.c file (upstream is phasing it out)
