Add Recommends to package glibc-gconv-extra

When glibc-gconv-extra package is missing, `mandb -c` returns warnings if man pages on the system attempt to utilize the ISO 8859-2 charset.
Adding only recommends because some packages that want's the minimal footprint may accept to have these warnings.

Resolves: #2182414
