rsyslog.conf: Set WorkDirectory to /var/lib/rsyslog

Without this set rsyslogd will try to use / for things like
/imjournal.state.tmp, which will fail due to SELinux.

This also replaces the deprecated '~' discard action with 'stop'.

Resolves: rhbz#2160070
