runtime-install: install dosfstools to fix UEFI install This is following https://github.com/weldr/lorax/commit/d0ce83327c691e7ed81cea1ed3e0d22f4472661d from upstream, but trimmed down to just dosfstools as EL seems very tight about which packages to include. We can add any of the others that should be included, if anyone knows which those should be. The relevant udisks2 change is https://src.fedoraproject.org/rpms/udisks2/c/92fceb0c5dabd8f7845a1648d3e5ff3140e16edc?branch=rawhide - we can no longer rely on any package that udisks2 previously Required to be in the installer environment.
