Stanislav Zidek b797c624d9 added back -compat package to RHEL 10 (bootstrap) 
Because of the huge pushback and important internal customer
scenarios (virtualization and VDDK library), we are keeping
libxcrypt-compat for RHEL 10

Resolves: RHEL-41009
