Subject: [PATCH 7/8] * libtiff/tif_jpeg.c: validate BitsPerSample in
 JPEGSetupEncode() to avoid undefined behaviour caused by invalid shift
 exponent. Fixes http://bugzilla.maptools.org/show_bug.cgi?id=2648
