W. Michael Petullo cb624f427c Distribute libsoup.supp 
This follows the approach of the glib2 package and adds libsoup.supp
to the files included in the libsoup3-devel package. The file
libsoup.supp contains suppression information for the Valgrind
dynamic-analysis tool.
