Michael Catanzaro c2664ded6e Bump revision number 
I forgot to use --rhel-target=none when building libsoup3-3.6.5-4.el10
and now we have a build that can never be promoted to CentOS Stream
compose, because we don't want a RHEL build with corresponding NVR. To
fix this, I just need to rebuild with higher NVR.
