SELinux binary policy manipulation library

Petr Lautrbach 0e02f2145c Revert "Add checkpolicy reverse dependency test plan" ... This reverts commit b85e4df875. There's no connection between libsemanage and checkpolicy. checkpolicy does not require libsemanage, nor build require libsemanage. Any change in libsemanage which would pass selinux tier 1 would not break checkpolicy tier 2 tests as checkopolicy is statically linked to libsepol-static and so libsemanage would not have any impact on that.
