Enable openssl

Replace GNUTLS_SHUT_RDWR by GNUTLS_SHUT_WR when ending TLS connections
  resolves: rhbz#1990735
Comply with rhel crypto policies
Forward return code from relpEngineSetTLSLib to relpEngineSetTLSLibByName
