Strengthen cracklib-dicts dependency to Recommends (#2158891)

Suggests is just too weak. Not having the dicts causes quite a
lot of interactive set/change-your-password paths to fail
unexpectedly. FCOS is a specific outlier in not wanting it, and
it's reasonable for it to do a little more work to leave it out.
