A library handling all the details of proxy configuration

Migrate to SPDX license field. Enable documentation using gi-docgen. Use curl and duktape for PAC handling. Have the main package provide/obsolete nearly all the proxy backend subpackages, and note that the provides should be removed in F41. Include upstream patch to move libpxbackend.so under pkglibdir. |
