This merges libgweather4 (that was a separate, parallel installable package until now) back into libgweather, adding obsoletes and provides to ensure proper upgrade path from libgweather4 to libgweather. Included are also small number of packaging updates that were meanwhile done in libgweather4. The parallel installable libgweather and libgweather4 packages were there in order to make it possible to parallel install libgweather API versions 3 and 4, but since we got rid of libgweather API version 3 after Fedora 38, we can simplify things and switch back to using the unversioned name. The libgweather package was retired after Fedora 38, and this now resurrects it for Fedora 40+.
